How can you catch Latios in Soul Silver if it escaped an Arena Trap and your Pokémon can't attack first for some reason?

if you don't get the first attack battle with a Pokemon higher level than latios.that should help with the arena trap thing too.keep finding and attacking until its hp is at red. i suggest you use a fast ball,quick ball,ultra ball, or a dusk ball is it is night time. (if you had a master ball this would be a waste of time.

You level Larvitar up, it evolves into Pupitar at Lv. 30, and Tyranitar at Lv. 55. I have a Lv. 52 Pupitar, and its stats are decent. But it has a higher Special Attack than attack so I'd recommend teaching him Dark Pulse, (a move learned as he levels up).
