You really can't, because the two color books come from different places. About the best you can do is to set your RAL book next to your Pantone book and try to find a similar-enough color in the Pantone book.

There appears not to be readily accessible (on the internet) conversion formulas for converting from one system to another, you might have to get sample books and compare.

Looking at just a few samples I get RAL Effect 9006 to be somewhat similar to Pantone 8400

Metallic colors are notoriously difficult to match!
