Saloon owners were apparently required to obtain licenses in the late 1890s/early 1900s and Illinois Regional Archives Depository (IRAD) at Northeastern Illinois University (NEIU) has some of the records, although, if I remember correctly, there are gaps in the coverage even though the date spans are large.

You might also be able to obtain information about saloons and their owners by using the Chicago City directories--the general listings of individuals and the business listings.
