You can't. Child support is court ordered and family services handles payments. The money is to support children your father has produced. It is his obligation to pay the support.

You can not violate the court order for visitation. To address the child support issue you must file a motion for contempt against the father for his failure to pay child support. The court and the state child support enforcement agency will help you to collect arrears.

The mother should visit the family court and inquire there about her options or she should consult an attorney who specializes in child support issues. If not, you can request an order for a DNA test under the laws in his state to establish paternity. Do you have to make your child's father pay child support in order to receive financial help?

If you are talking about help from the state, then not exactly. The way it works is that if you obtain help from the state, the state gets to try to collect your child support to reimburse itself for what the state is paying you.

Does an unmarried father have to pay child support if he is still helping the mother raise the child?

Yes, all parents are responsible for the financial support of their children. The mother can and should petition the court at any time for a child support order. "Helping" is not considered paying child support which is a weekly obligation that the parent with physical custody can depend upon and figure into the budget. Every parent should help to raise the child. If there is a child support order the father must pay the amount ordered. He cannot deduct any amount for "help" with other things. He needs to maintain proof that he is paying his child support obligations regularly.
