You can send email with "read receipts" that will let you know if it's been read, but the person can choose not to allow the read receipt to be sent. It wouldn't even get that far if they don't open your message

No. If the account has been dormant for a while then Hotmail ceases to function for it and a message would be sent to that effect. You would not know that the account has actually been deleted.

Yes. You can't do anything with them. Nothing.
It will be returned by the 'postmaster' as 'unable to deliver' - You will get a message in your in-box soon after you've sent the email telling you it '...could not be delivered to one or more recipients...' This sometimes happens if you've typed the address wrongly. However - if you KNOW you typed the correct address, then it means your email has been blocked by the recipient.
