Rather than placing it up high, why not enclose it instead? Litter boxes come with lockable lids. Or you could put it behind a sheet of cardboard. Or, you could put the box inside a small dog cage with the door removed or left open. Just make sure you bring her to the box every few hours for several days so she learns where it is; let her walk back out herself.
When the litter is manufactured the manufacture puts chemicals in the litter that the cats like and it attracts the cats. Same thing with scratching posts and other accessories for your cat.
