How can you tell if a turn signal switch is bad or if it's the relay?

If any of the signals, left-right-hazard work at all, likely the relay is fine.
One of the first things to be done is review the information in the "Related Questions" below regarding the flasher - a most common fix is to use spray lubricant into the hazard switch.
