It reacts first in aqueous solution giving nascent oxygen then the nascent oxygen oxidize organic compound making it colourless.

i.e

H2O + cl2 gives 2Hcl + O (nascent oxygen)

Organic compound + O (nascent oxygen) gives colourless organic compound
