No. Mars would not exists if it had a stable black hole: it would be 'eaten' almost before we could blink. Black holes are so powerful one of them at the center of the Milky Way Galaxy is what holds our galaxy spinning and together.

There is no "The" black hole. There are a huge number of black holes, but since black holes are occasionally formed by the death of suns most are far away. The closest black hole to Earth or Mars yet discovered is 1,600 light years from Earth.

The closest known black hole is at a distance of about 3000 light-years from us. For comparison, please note that Mars is at a distance of only a few light-minutes from us.
