Liquid does not freeze unless the temperature is 32 degrees or less, whether it is freezing rain, snow, or sleet. The difference in what falls from the sky (snow or freezing rain) depends on where the freezing temperature is located. For example, if the temperature on the ground is 32 degrees or less, but the air temperature is warmer then 32 degrees, then the precipitation will come down as rain UNTIL it hits the ground or an object, then it freezes. If the ground and everything above the ground is 32 degrees or below, then the precipitation will come down as snow.

Freezing rain can come from Cumulonimbus and Nimbostratus clouds, but the clouds are not responsible for the freezing rain. If the precipitation falls from the clouds as snow it must pass through a warm layer of air to melt the snow flakes into rain drops. Then the raindrops must pass through a frigid layer of air that super-cools them. Finally, the rain instantly turns to ice if it lands on a surface that has a temperature below freezing. If a plane hits those same conditions it will start picking up ice by passing through clouds or rain that is near freezing. In a matter of minutes a plane can become too heavy to fly.
