A normal fire alarm needs the brass on top of the iron, however, in the frost alarm you will need to swap both of these metals, by putting the iron on top of the brass so when the temperature is too low, the circuit is open.

This type of idea would work very similar to a heat detector. You would have to find a thermistor which reacted at very low temperatures. You would also need a special type of panel to do this. Although, if you are very good and into electrics, you could get and old fire alarm sounder, buzzer and attatch it to a special type of thermistor which decreases/increases current at low temperatures.
