Frank Foley was an official at the British Embassy in Berlin in the late 1930s and had a senior post in the passport and visa department. As far as possible, he bent or broke the British government's rules for admitting refugees to (1) Britain and (2) the British Mandate of Palestine. He sympathized with the plight of the Jews and tried to admit as many as possible without getting caught by either his co-workers, his superiors or by the Nazis.

On at least one occasion, he went to Buchenwald concentration camp in person, and secured the release of one or more Jewish prisoners on the understanding that they would be allowed into Britain without further ado.

In 2010 Foley was nominated a British Hero of the Holocaust (BHH) as, for reasons that I do not know, he did not enjoy dimplomatic immunity and in addition to working in the passport and visa department of the British Embassy he was also a member of the Secret Intelligence Service.
