He told his people that he was doing everything to avoid war. He gave military assistance to Britain. First through the destroyer-base exchange, then through the lend-lease program, and finally by ordering American Naval Vessels to escort convoys.

FDR "lent" weapons and supplies to Britain during the war before the U.S. entered. I put a quote on lent because usually when you lend something you expect it to be brought back or to be payed for eventually. He said he was "lending" these because the U.S. was trying to stay neutral in the war. As it turns out we never charged Britain for these supplies and things like tanks or airplanes that had been destroyed couldn't exactly be returned.
