When FDR was president the 22nd amendment hadn't been written/passed so he could have more than 2 terms. The amendment was written because of FDR and to stop others from having more than 2 terms.

there was no law against it. traditionally presidents just stepped down and didnt run again. FDR just ran for reelection and people loved him so he was voted back in. afterwards people thought it showed a potential for a monarch and the 22nd amendment was passed limiting a president to two terms or 10 years if a vice president has to step in for the president.

There were no term limits in place when FDR was President. The US was on the verge of war when Roosevelt had served 2 terms, so he used that as a reason for running a third time.
