George Washington's cabinet members shaped the new government by firstly being the first, uncalled for cabinet. This was originally just a group that George Washington originally just wished to be surrounded by for ideas and imput on the day's dealings and a place for him to go to for help if he didn't know what to decide. He in doing this then placed a tradition for other presidents to follow, and as of today it is an essential to have a cabinet as the President of the United States.

Yes. Washington saw the need for a small cabinet and got Congress to fund it. He had only Secretaries of State,Treasury and War and an Attornery General. There was also a Postmaster General who did not have cabinet rank.
