By telling both regions a inspiring communist ideology. < possibly? Answer: By using our media against us. Also most of the so called civilians in the south that followed this man were actually planted there by the North to teach the communist ideology to students and others in the south that would listen to help build up a rebellion in South Vietnam. Then then he died
Ho Chi Minh was the leader of Viet Minh and fought against all outside countries that looked to occupy Vietnam. He led North Vietnam against South Vietnam and the United States in the Vietnam War in an effort to remove the States from Vietnam.

1. The USSR trained North Viet Air Force jet pilots in the Soviet Union. The course was about 2 years and North Viet pilot trainees had to speak Russian in order to qualify for the jet pilot training.

2. The USSR supplied the SAM missiles and the radar and in the beginning, the technicians to go with those ground defense systems.

3. Initially, the USSR supplied the NVAF with MiG17s and then later MiG21 jet aircraft. Later that stopped the exportation of the 17s and only supplied the MiG21s. The Red Chinese picked up the slack and supplied the North Viet Air Force with MiG17s (their J5 series) and supplied the NVAF with the MiG19s (their J6 series). The USSR did not supply the NVAF with MiG19s only the Communist Chinese supplied that jet. Only the USSR supplied the NVAF with MiG21s. NVAF trained to fly jets in both Red China and the USSR.

4. The USSR supplied PT76 amphibious light tanks and T54/55 medium gun tanks to the NVA. The Red Chinese supplied their versions of those armored fighting vehicles to the NVA

5. Both the USSR and Chicom (Chinese Communist) supplied their respective versions of the P4 and/or P6 torpedo boats to the North Viet Navy. Some of which were involved with the August 1964 Tonkin Gulf Incidents, which resulted in the escalation of the war from a guerrilla war only in South Vietnam (RVN) to a conventional war against North Vietnam as well as in RVN.

6. Both the USSR/Chicom supplied endless AK47s and SKS and K54 (pistols) along with the ammo to the NVA.

7. Both the USSR/Chicom supplied endless amounts of trucks, spare parts, fuel, ammo, artillery, etc. to the NVA (North Viet Army).

Probably the greatest asset contributed by the USSR to North Vietnam was the SAM missiles. Those systems destroyed most of the B52s shot down during the war. MiG pilot training was also important, but Red China seemed to be able to pick up the slack and train the NVAF pilots to fly MiGs...as well as to supply the North Viet AF with MiGs to fly.
