Louis Braille (as he was called) created a system where each letter of the alphabet was represented by a number of (maximum: 6) dots. For making those dots he originally used a stitching awl.

Louis Braille was inspired to create the braille writing system by the military cryptography system known as "night writing" developed by Charles Barbier. Braille modified this system to create a tactile writing system for individuals who are blind or visually impaired.

You cannot find a Braille book in Pokemon FireRed. You can however find the Braille alphabet to make notes from inside Mt.Ember. Mt.Ember can be found just north of Knot Island.

Surface. Go to the north of the room and read the braille. Use Dig. Go to the north of the next room and read the braille. Make sure you have a Wailord as the first member of your party and a Relicanth as the last. The caves of the Regi's are now open.
