Moses killed the Egyptian, so he had to wait for forty years until it was God's time to free the Israelites.
Moses didn't act on his own accord. He was following the command of God (Exodus ch.3) in freeing the Israelites from Egyptian slavery. God gave the Torah, but that wasn't "in return" for freeing the Israelites; it was the purpose for which the Israelites were freed.

The Israelites had been oppressed by the Egyptians for over 400 years. When God sent 10 plagues over Egypt, pharaoh let the Israelites go.......but not for long. He quickly changed his mind and pursued them. The Israelites were scared and asked, "Were there not enough graves in Egypt that the Lord will let us die in the desert?" Moses replied, "Stand firm and you will see the deliverance of the Lord today." Moses then parted the Red Sea and the Israelites went through on try ground. When Pharaoh's army tried to cross, God closed the waters and Pharaohs whole army drowned. They were able to see the deliverance of the Lord.......thats why it's such a big event. God gave them to Moses on the top of Mt. Sinai in 1498 b.c. and Moses told them to the Israelites.

yes they did believed that the Israelites believed that God delivered the ten commandments to them through moses because God did. He thought Moses would be more safer with the commandments then others.
