It was during the changeover to an Industrial economy. The population boomed, and many children were starving. And the new factories needed cheap labor.
The children could work there, or die. They - and their parents - predominantly chose for them to work there. As the economy grew, the need to have the children as income earner decreased, and the capital accumulation of the factories allowed them to afford the more costly adult workers.
