They were unstoppable in head to head conflict. But the Anthenians had an extremely strong Navy, mostly from extorting their ally Polis, with which they struck at their enemies. Finally, they differed significantly in culture. Where Athens was a center of learning, a place where artists and intellectual were given free reign, Sparta was a militant society. Sparta's one goal was military excellence; they lacked art of any kind.
