Sparta was very vicious and sent boys whom were 7 years of age into a boot camp for war. Athens were very civilized and taught the boys at age 7 poetry, music, writing, mathematics, and reading.

I will answer the question from the time period around the Peloponnesian Wars.

First off they differed in their foreign relations, that is to say in their relations with other city-states, or Polis. Sparta, who headed the Peloponnesian League, was a much more fair handed leader, whereas Athens ruled her "allies" with an iron fist, requiring payments and other tribute. Next, they differed in the style of government. Athens was a democracy, where every citizen can vote, though who was a citizen was quite limited. Sparta, however, was a oligarchy, or a small elite ruled. They differed in military strengths and weaknesses as well. Sparta was without question the supreme power in Greece on land. They were unstoppable in head to head conflict. But the Anthenians had an extremely strong Navy, mostly from extorting their ally Polis, with which they struck at their enemies. Finally, they differed significantly in culture. Where Athens was a center of learning, a place where artists and intellectual were given free reign, Sparta was a militant society. Sparta's one goal was military excellence; they lacked art of any kind.
