They were very clever about how they built them. They would clear an area, had a device where they could see if the area was level or not. If it wasn't they would make it level. Then, they put a layer of sand down, and fitted stones together to make a road. This was done so well and with such precision that there weren't spaces between the stones. Some of the roads still exist and can be walked on. In Pompeii they even added stepping stones across the roads so people wouldn't get their feet wet when water ran down the street.
