By consolidating their power in Eastern Europe, setting up puppet communist regimes in all the countries they had liberated, with the exception of Yugoslavia. They were also looking to expand into other countries like Iran and Greece, but due to aggressive American containment policy, the Soviets almost always backed down. They were also probably beginning research on their own atomic weapons. They were doing a lot more, I'm positive, but I really couldn't tell you what exactly.

The USSR is formed in Russia as a result of the 1917 Revolution & the subsequent civil war. Russia ended WW1 with the treaty of Brest-Litovsk. Lenin was the first leader, followed by Stalin in 1924.

Soviet had invaded some countries in the beginning of the war, according to the Molotov-Ribbentrop pact, where Stalin and Hitler had divided Europe between them. During the later part of the war, Soviet invaded and occupied most of Eastern Europe, as Germany had held it, or the countries had been her allies.

Stalin consolidated conquered territories to the Soviet Union, some as Union states. Other countries got a Soviet supported communist puppet regime.

When WWII ended, the relations began to freeze with the former allies. The beginning of the cold war included the blockade of Berlin and garrisoning of major military forces in strategic positions in the Warsaw treaty area. So an arms race with the United States and the west started, leading to development of nuclear arms in several countries and ballistic missiles.

Also the support or intervention in the political conflicts in some countries by both sides, led to wars (e.g. Korean War). The Russians tended to support communist politicians and rebel forces in many countries around the world, but with time the socialists got divided, with internal conflict between revolutionaries and democrats, Stalinists, Leninists, Maoists and Trotskyists, etc.

It became bigger and more powerful as a result of the country's it took after they were invaded by the Germans. It eventually became so top heavy that it was no longer able to survive as an economic unit and split back into the original country's that were forced to be subject to it.
