The major changes to the empire, which led to the period which historians have called the Later Roman Empire were started by the emperor Diocletian. Constantine retained the administrative reforms of Diocletian (the reduction in the number of Roman provinces by doubling their number and the grouping of them into 12 dioceses, the tightening of imperial control and the doubling of the size of the imperial bureaucracy) and Diocletian's autocratic style of rule.

Constantine major changes were in his religious policies. He favoured Christianity (which Diocletian persecuted). with the Edict of Milan which he issued in 313with his co-emperor Licinus Constantine completed the termination of the Great Persecution of the Christians which had bee decreed by the edict of toleration of the emperor Galerius in 311.

Constantine supported the Church financially, granted privileges to clergy (such as exemption from certain taxes), and promoted Christians to high office. He built important Christian churches: Old Saint Peter's in Rome (which was replaced by the current church during the Renaissance), the St John Lateran's Basilica (the city of Rome's first Cathedral and the original residence of the Popes), the Church of the Holy Apostles in Constantinople and Church of the Holy Sepulchre in Jerusalem. These churches helped the spread of Christianity and the Christians Church's organisation.

Constantine tried to mediate the bitter disputes between rival Christian doctrines. He convened the Council of Arles and the Council of Nicaea. This exemplified imperial support of Christianity and started a tradition of imperial involvement in the affairs of the Latin and Greek Christian Church (later they came to be called Catholic and Orthodox respectively.

Constantine resolved the problem of hyperinflation which had been plaguing the Roman Empire by amassing gold from the treasuries of pagan temples and from pagan gold statues, which he smelted to produce large quantities of a new coin, the solidus (it is not clear whether it was introduced by Diocletian or Constantine). The large scale circulation of this coin stabilised inflation and the Roman economy.

Constantine expanded the field army and turned into a permanent force. Diocletian had separated the army into border forces (limitanei) stationed at the frontiers and a filed army (comitatenses) which was stationed further inside the empire and acted as a mobile rapid deployment force.
