Simply put, peoples who today would be considered "Chinese" have controlled the core of the modern state of China for much of known recorded history, even in periods of divide or civil war. The only exceptions to this were when the entire state managed to be conquered by an outside power. Two such instances were when Kublai Khan completed the Mongol invasion of China by conquering the Southern Song in 1279 and creating the Yuan Dynasty (1271-1368) and the Manchu invasion that would eventually lead to the setup of the Qing Dynasty (1644-1912). In both of these instances Chinese peoples still had significant power within the state because Sinofication, which is the term used to refer to periodic invaders of China adapting significant portions of Chinese culture and administration into their own governments. If this question is to mean when did the full state of China as it exists today come under Chinese control, then the answer, if you ignore the ongoing division between the People's Republic of China and the Republic of China (Taiwan), would be in 1950 when the PRC integrated Tibet into the country. Tibet had previously been under Chinese control, but became an independent state following the foundation of the Republic that overthrew the Qing Dynasty.
