'Byzantine empire' is a word used to describe the eastern portion of the Roman Empire that existed until the fall of it's capital Constantinople to the Ottoman Turks in 1453. Hence it was always an empire as it's name is used in modern scholarship to differentiate the Vestigial eastern remnant from the earlier and better known western half of the roman Empire, which despite debate essentially seeced to exist as a Roman political entity in 476 with he dispossession of Romulus Augustulus (the last Roman Emperor) from power.

The Byzantine Empire rose out of the ashes of the fallen Roman Empire in 476 AD when Rome officially collapsed.

The Byzantines lasted until 1453 when they were conquered by the Ottomans. The Byzantines lasted many centuries, but their empire prospered for only 2 centuries. When they lost many of their provinces to the Persians in the 7th century, they ceased being a major world power. Heraclius managed to regain almost all the lost territories from the Persians only to lose them again to the Arabs.

There was no such a thing as the rise of the Byzantine Empire. Byzantine Empire is a term historians have coined to indicate the eastern part of the Roman Empire after the fall of the western part of this empire. The west feel under the weight of the invasions by the Germanic people. The east was not affected by these invasions and continued to exist for nearly 1,000 years. The people in question called their empire the Empire of the Romans or Romania, a short form of Roman Empire.
