The internment camps were established to limit communication between Japanese-Americans and Japan due to a condern that the planning of the attack on Pearl Harbor could lead to a direct attack on the US mainland. Surprised that such an attack could occur to the United States; surprised that such an attack would be so successful; surprised that airplanes had conducted the attack. I assume you are referring to the Japanese attack on Pearl Harbor. The US expected some sort of attack at some time, but there is no evidence that anyone outside the Japanese high command knew where or when it would occur. The base could have had about an hour's warning, but radar was in its infancy and not nearly as sophisticated as modern systems. No one knew the Japanese carriers were within striking distance and when the approaching planes were detected, they were assumed to be a US Squadron returning to Hickham AAFB.
Since they were most vulnerable to another aircraft-carrier based attack by Japan, posessing at least two major commercial harbours and with several big industries within easy reach of Japanese bomber-fighters. Other States were either out of reach for these planes or did not have the kind of harbours or industries to make them prime targets for a Japanese attack.
