the Articles of Confederation were meant to be weak, because the colonists had just broken away from what they considered a tyranny, so they wanted a weak government that couldn't have to much power. it did just that.

the articles limited the national government in many ways. there was no executive power, the congress could not raise an army unless the states gave them troops, they could not regulate trade, they could not impose a tax on the states, instead they had to beg for money basically. the list goes on an on.
