You can call or go on the county auditors website and find out the history of a certain piece of property. This will list the liens on the house.

Can a life estate stop liens from being effective on a house that's paid for?

No. However, it depends on the type of liens. Liens against the
fee owner can be recorded but may be subject to the life estate.
Property tax liens take effect in spite of a life estate. You need
to be more specific as to the type of lien and who is the
debtor.

When a mortgagor forecloses on a property and sells it who pays any liens?

Generally: The proceeds of the sale are used to pay outstanding
liens that must be paid. Liens that must be paid are local, state
and federal taxes, municipal services liens, the subject mortgage
and any liens that were recorded prior to the recording of the
foreclosed mortgage. Any liens that were recorded after the subject
mortgage are wiped out as to the record title. They would no
longer be liens against the real estate but could be pursued as
against the owner who acquired them.

Can homeowners still use the facilities even if there is a lien placed on their home?

A lien is filed with the county clerk against a particular
property at a particular address. The homeowner/s is/are free to
make improvements to the house and continue to use the house and
all its amenities; it's still his/her/their house.
If the house at that address is ever sold, the title company
conducts a search of liens against the house. Any outstanding liens
are paid out of escrow. This gives the seller a smaller bottom line
at close of sale. It also satisfies the lien, and the
lienholder.

If you purchase a property that has an IRS lien against it does the purchaser acquire the lien with the property and become responsible to pay it or what happens to the lien when a house is foreclosed?

State laws may vary, and some liens could PREVENT you from
recording a sale, if you try to record a deed without paying off
(releasing) the liens.
I'm certainly no expert on liens, but there may be nothing
preventing a purchaser from buying a property subject to liens
(claims) accrued by the previous owners. You could buy property
with a mortgage on it, tax liens on it, mechanic's liens, municipal
liens, etc., as long as you (the buyer) understand that ANY of
these liens could result in claims being made against you, and you
should get some guarantee (bond, security, payment) from the seller
in exchange for accepting this sort of risk.

Do real estate liens expire?

Certain liens expire but not all. Liens for unpaid property
taxes do not expire. Other types of liens have different statutes
of limitations that differ in each state. You need to check the
particular type of lien and the particular state to determine the
length if its effective life.

Asked in Legal Documents
What is a legal document that imposes an involuntary claim against real property?

That document would be a Notice of Claim of Lien. Liens can be
filed for goods provided or services rendered but not paid for.
Answer
A judgment lien, a real estate tax taking, liens for unpaid
municipal services such as demolition liens or health hazard
clean-ups, special assessment liens such as sewer liens and income
tax liens are all forms of involuntary liens. Involuntary liens are
those created without the consent of the property owner.
Asked in Property Law
Who is responsiblefor the lien when a house gets sold the buyer or the seller?

The lien is on the house. That's one of the reasons it goes
through escrow, to find out if there are any outstanding liens on
it. If there are outstanding liens on the house that are discovered
in escrow, the buyer can make the seller pay the liens or stop the
sale of the house, but if they are not found, the lien still exists
and the buyer has to pay them after the house is in their name.
Escrow is a good thing although it is time consuming and
costly.
