The equipment - pump etc - should have a ground connector with the wiring if it is the plug in type. If the equp. is to be hardwired then a separate green wire should be pulled into the conduit from the source to the pump etc. In addition to that all the equipment should be bonded electrically. Your electrician will know what this means. By connecting this green wire as per code you should be Ok. However, this is a job for a qualified electrician who knows the codes in your area. As for connecting the metal walls of the pool - I do not know what the code calls for in your state for grounding or bonding this piece.

In that 3 conductor cable there should be a bare ground wire (the ground wire is not included in a cable wire count). The pool ground should be connected to that bare wire, not the white neutral. This bare ground wire is then grounded back at the breaker panel to provide a direct path to trip the breaker in case of a short circuit. Bonding in swimming pool language is the use of a number 8 gage wire connecting all metal parts. That #8 bonding wire starts with the wire cage or re-bar in the pool shell. It continues to the grab rail, if there is one, then to the pool light, metal rope hooks, if they are present, to the pump, the heater, the time clock etc. It is sometimes what some people would call a double ground wire or redundant ground. k
You need a 3 conductor wire with ground. For example if you had a 30 amp breaker for that outlet you would need 10awg 3w/ground. That's 10 gauge 3 conductor with ground and replace the old wire back to the panel.
2 wire pumps have the start controls inside the motor, 3 wire have a separate start panel that needs to be mounted in a dry location above ground. If there is a problem with capacitors or relays, the 3 wire panel can be repaired easily. Not so much with the 2 wire. 2 wire can be cheaper and quicker to install.
You can't but you can install a plug on the end of a cord. Just go purchase one and install it. Very simple to do. Black wire goes to copper screw, white wire goes to silver screw, and ground or green wire goes to ground screw. It both wires are brown then connect the wire with the ridges on the outside of the wire to the silver screw as it is the neutral. The wire that is smooth is the black hot wire which connects to the copper screw.
