pull the hood lever in the car. in case you dont know its on the drivers side and is under the change thing. then slide your hand under the hood and there is a little metal lever pull that up and the hood should pop open.
When the hood is stuck you need to push down on the hood just above the "H", sometimes quite hard. Then the hood release will work and open the hood.

Are you serious? There is a latch on the bottom left side kick panel. Pull it forward. The hood will pop open and there will be a lever that you pull up with your right hand.

To replace a headlight on a 2002 Honda Civic first prop the hood open. Locate the headlight housing inside the engine compartment. Find the bulbs and remove them. Install the new bulbs.
go through the grill and use a heavy duty screwdriver to pry back the latch
pop the hood there should be 10 or 12mm bolts on top of each headlight assembly, this is right as you open the hood you cant miss them.
The only way i can think of would be to remove your bumper so you can get to the latch, and either unbolt the latch from the core support or unbolt it from the hood...
Take it to the body shop. They have to open the hoods when they are wrecked.
on the honda's you have two different fuse panels one is under the hood open the hood and look for a box on the driverside close to the fire wall there are two clips on either side to open the box then on the inside of the box there should be a diagram for what fuses are in what positions
