Normally cats will not meow at other cats to communicate unless it is mother to her kits. More importantly to cats is the action of purring for affection, growling as a warning/intimidation or challenge for a fight. But MOST importanly is body language, adult cats are very dynamic with body language and with ear flattening, hair poofing tail lashes, nips with the teeth, and swats of their paws will give clear signs of their intentions.
Domestic cats will meow at their owner because they see you as a "motherly figure" and want to tell you if they are hungry, angry, excited, confused, tired etc.

If you can, you can meow like a cat or do your best at it. The cat may respond or look up, it depends on how well you do it. You can also try to make purring noises to the cat and pet the cat. I also heard that petting a cat on the head means affection or something like that. I also find that blinking to my cats works, they either do the same back to me or they meow to me.

cats can communicate with each-other with body language. for example, if a cat is licking another cat, it shows that the cat loves the cat that's its licking. cats have many ways of communicating with body language, its amazing! :)
