A state applies via the Secretary General to the Security Council. The Security Council then sends a recommendation to the General Assembly, if the applications is acceptable to them. The General Assembly then votes on the issue. If the vote is positive, the country is accepted.

It first of all needs to be a completely independent nation, entirely free from governance or dominion by another one, and to be able to prove that it can function as an autonomous entity economically and socially. All it need do then is simply apply to the UN for official recognition and membership, although it helps if it has the support of one or more of the world's regional power blocs first (such as the EU or The Arab League, etc.)

Whether it is granted membership then depends upon whether such a move would be opposed by other nations to such an extent that it might create regional or global instability.
