If there is too little moisture for the seeds, then they won't even germinate. Too much water will cause the roots to rot (at least in "regular" plants and not those specifically adapted to waterlogged soil) or will actually suffocate the roots. To grow plants, the proper amount of moisture must be present for the seeds to begin growing, and also for the continued growth of the plant.
Depends on the plant. If it is a 100+ year old oak tree, for example, it will take all the water it can get. If your speaking of a small house plant, maybe a cup of water every other day at the most.
