It's the electron in the outer mostshell of an atom that can/will chemically bond with another atom, electron have a negative charge and orbit around the nucleus of an atom in a space called Electron Shells (energy levels).

Each element has shells of electrons and they are limited to how many can be shared in the outer shell. This lets us know what and how many atoms can combine with it. Hydrogen has the need for one electron in its outer shell. Oxygen has the need for two more electrons in its outer shell. Therefore, 2 hydrogen atoms can combine with oxygen.

When an atom has a certain number of electrons, and another atom has another number, they chemically bond, but not if their outermost shell is full. If an atom has three electrons and is missing seven in its outer shell, and another atom has seven and is missing three, these will be attracted to each other and bond.
