∙ 14y agoI would suggest that rather than crocheting a fuzz ball on a hat, that you make a pom-pom and attach that to the hat.
There are numerous ways to make a pom-pom, attached to this answer as links. If you want the pom-pom itself to be "fuzzy" use an eyelash or similar "novelty yarn" to help with the "fuzz" look.

Being that I have no idea what sort of beret pattern you are looking for, it's really up to you to do the research.
If your question is asking how would crocheting a beret be different than crocheting another project, well then, my answer would be that it's not all that much different--just follow the pattern as usual, and enjoy learning a new project.
