They don't really do anything. Gamer Points were mainly created to be shared with friends and to see who has more points. In short Gamer Points are completely useless.

Cheat for Highest GamerpointsThe Whole reason to for a gamer score is to show the skill/time spent playing of an individual. There are cheap was to get gamer points but you have to have the games to play. For example you can use the God cheat for ghost recon and get lots of cheap gamer points, also you can play oblivion on easy and beat all the guilds and main quest (the easiest 1000 GP's I ever got and I was on medium difficulty!!!) so There is no known way to cheat gamerscores but there are lots of games out right now that give points even when cheats are active but I do think they will find a way to make Gamer points cheat proof in the near future, maybe they will add 0 point achievements that announce you cheated.
