Try using hot soapy water and a non-abrasive scrubby pad. This is how I removed dried latex paint drops from my own wood floors.
From the home improvement store, a product called Goof Off will do it, or a heat gun and a putty knife
The only way I can think of is to refinish it by sanding it. Then you would put a wood varnish over the wood to bring out the grains/color.

No. If it is a latex paint, it is not flammable when its wet or dry. If its an oil paint, it is not flammable when it is dry.

Latex paint will go over WD40 but will not adhere. I work at paint stores and we spray our mixing tables with WD40 so that the paint cans will slide easily and any spilled or splashed paint will peel off if dried.

It really depends on if it is latex or oil based. Latex is easier to remove if it fresh. ( a few days old).you can obtain a latex paint remover from most paint stores or home supply stores (Home Depot, Lowes, Valu). Oil based is a lot harder to remove when dried. There might be a remover at the same stores.
It depends on the type of paint. Lacquer thinner will remove most oil based and latex paints from a paint sprayer, however, spray gun cleaner will remove it better.
