U gotta use that "special foldable tool" from the wheel change tool box and stick it into that little tiny hole just underthe rear doors. It should slip into a tube, and than u should be able to lower the spare from it's location. whenever u r putting it back, make sure u tighten that mechanism up really well, not to lose it.:)

On the rear bumper is a small plastic cap. Remove the cap, insert the flat end of your tire iron into the hole. The flat end will engage a slot about 12-16" inside the hole. Start turning the tire iron, and your spare wheel will be lowered down on a cable from underneath the van.
