To use an evolution stone, you must first have it in your Bag.
Then select it in the Items menu and choose the option 'Use'. The game will then take you to a screen of the current Pokemon in your team.
Select the Pokemon that you want to evolve using the Stone. The game should indicate which Pokemon can use the Stone and which can't.
