If the bolt broke off inside the block, you can purchase a tool called an easy out. This tool allows you to remove any broken bolts of various sizes.
The thermostat in a 1992 Honda Accord is found in the thermostat housing. The thermostat housing can be found by following the lower radiator hose.
If you follow the lower radiater hose it will connect to the thermostat housing. Remove the 2 - 10mm bolts on the housing and it will reveal the thermostat.

Follow the lower radiator hose into the housing, that where the thermostat is.
Thermostat is in the housing under the left coil in the housing connected to the radiator hose. Takes about 30 minutes, if that long, to change.
Follow the rubber hose from top of radiator.it will lead it straight to the thermostat housing
Follow the lower radiator hose to the back of the engine and you will find the thermostat housing.
The thermostat on a1998 Honda Civic is found on the right side of the engine. It is located in the thermostat housing which can be found by following the lower radiator hose.
follow your bottom radiator hose to the thermostat housing remove the 2 10mm screws and there is the thermostat
Follow bottom hose to where it connects with engine and you will see that the lower hose clamps on to thermostat housing. Unbolt housing cover and you will find the thermostat.
