The term "race" is a socially constructed word to differentiate between human beings based upon the color of their skin. Unfortunately, "race" is also used to informally make definitive but unsubstantiated differences between people based solely on the color of their skin, when, in fact, there is no scientific evidence to suggest that there are any genetic differences between races -- again, in fact, there are far more differences within a "racial" group than between "racial" groups. Thus, you would find far more similarities between whites and African Americans than you would find similiarities between whites themselves or African Americans themselves... Which brings us to culture:
Culture refers to the socialization, behaviors, morays and ethics within a group of people, amongst other things. Culture refers to the way a group of people, whether a small tribe or a large country -- understands their world and interacts within that world. Culture does not define their members by the term "race", although "racism" may be a part of the culture of any specific group. Independent of any specific "culture", there may be cultural differences between specific groups -- which may adhere to their own cultural differences based upon their countries of origin, but not by skin color (or race).
False. Culture determines how people live, what they do, and the traditions they make.
