To close your Microsoft email account you have to log into your emails, go into account at the bottom right of the page. Then click on close account (under additional options) type in your password and it will bring up a message saying it cannot close the account.
Click on the link at the bottom of the message that says 'Close your Microsoft account' and then on the close account button.
Your accoutn will be fully closed in 270 days.

I think you mean that the Microsoft Outlook is not sending email. In this case, you can try exporting your emails from Outlook and importing to Gmail. If you don't want to do that, then you can try to disable the Outlook email account from Options of your Gmail account. Uncheck the corresponding box and save the settings. After that, close the Outlook and launch the browser to create a new Gmail account. You can also try running Outlook in Safe Mode. To do this, close Outlook completely and press F8 key when your system is loading up. Then you can try sending a test email or two.
