This is very easy for Tercel 95 to 2000. Open trunk; you see that the red cluster of taillights has two bolts, toward the center of car, holding it on. Remove them; push cluster gently towards outside of car. Now you've got access to all 3 or 4 bulbs in cluster.
open the trunk, and pull back the carpet and there will be 2 nuts holding the light in place. unscrew them and pull the light out.
Unscrew the screw that attaches it to the headlight. Pop it out. Twist bulb so it comes out.
In my Toyota tercel model 1998 is located in right part of the engine, next to the windshield. Right beside the brake fluid canister. I hope that helps.
You don't have too but it is recommended. My brother owns a garage and he always ask people if they want to replace the timing belt because you are right there at the timing belt anyway.

It is probably your EGR valve causing the check engine light. I recently bought a used 1997 Toyota Celica and had this exact problem. The new valve cost approximately $85 and fixed the problem right away.
Looking into the engine bay, it's on the right side of the engine. It's got about a 1/2" line coming out of that goes into the intake. This needs Improvement- 04wilsonm

On the 1990 hatchback model, it is behind the right side panel under the hatch.
It is located on the engine block on the opposite side of the exhaust manifold to the right of the starter unit.
There's one screw on top of the parking light in the engine compartment that you need to remove, then it should come right out.
