Open the passenger door & remove the cover on the side of the dashboard...
Don't know about a fuse but there is a "Power Seat Circuit Breaker" in the Passenger Side Instrument Panel Fuse Box(open door, remove cover)...

Power windows are protected by an automatic resetting circuit breaker.
You either have a bad circuit breaker (located in the driver's side fuse panel) or a short in the power supply to the switches.
On the Passenger Side, behind the Firewall, in front of the Glove Box. Remove the Kick Panel for access.....
In the front of the passenger side fender, The easiest way to access them is to remove the headlight assembly.
