There are multiple ways:
You can right click (in windows xp/ vista(?)) the desktop and select New --> Shortcut. Alternatively, you can right click a file and select send to --> Desktop (create shortcut) from the menu. This is also usually an option in installers for programs.
you go to the application or something that you want a shortcut of and right-click.
There will be a choice of making a shortcut, it will mmake a shortcut in that folder. Then, drag out to wherever you want

Right-click on the .exe file & select "send to/desktop (create shortcut)" from the displayed menu. You can then relocate the shortcut if you don't want it on the desktop (by either drag-&-drop or cut-&-paste) to a new location.
if you are using normal windows xp then go to the original file of which you want to make a shortcut and then right click on it . then select create shortcut and a shortcut will appear on that folder the copy paster that shortcut into the desktop.
If you are using windows 7 , then too it is the same thing.
the file will read like this "(name of the file) - Shortcut"

You right click on your desktop, then you click new, then click on shortcut. Next you type in an address for your shortcut, e.g. www.Google.com. Finally type a name for your shortcut.
Just right-click the item you want to make shortcut for, select Send To-> Desktop (create shortcut).

When you turn your Macbook on it automatically goes to the desktop. No shortcut needed.

You cannot have a shortcut because it is not a desktop application. However you can have a Bookmark of it. Bookmarks serve the same purpose as shortcuts.

You may be referring to a path or shortcut icon on the desktop that points to a specific file or program.
In my perspective, I don't really think there is a difference. Icon is the little picture thingys you find out the desktop. When you click shortcut for something, it will appear the same as an icon on the desktop. So I don't really think there's a difference.
To create a "Logoff" shortcut on the desktop create a new shortcut on the desktop and put this line into the "Type the location of the item" box: C:\WINDOWS\system32\logoff.exe
There is a simple method on Windows Vista to create a handy desktop shortcut. Assuming the file is already on the PC in question, click on the Start button, go to All Programs, and then find the file. Right click on the file and then select Send To and then the desktop. This will enable a shortcut.
