To do a carburetor adjustment on a Briggs and Stratton lawn tractor engine, one might look in to their user manual. The best way for this to be done would be to take it to a lawn mower store and have it professionally done.
Assuming the carburetor is clean and the float operates properly and the air filter is ok: Initial setting: Close needle valve (rotate clockwise) until it just touches (do not over-tighten or it may be damaged). Open needle valve (rotate counter clockwise) 1-1/4 to 1-1/2 turns. Start engine and allow to warm up approximately 5 minutes. Fine tuning: After engine is warmed up, S-L-O-W-L-Y close needle valve until engine starts to stall for lack of fuel, then S-L-O-W-L-Y open until engine starts to stall for too much fuel. Set the needle valve in-between the two points. Additional tuning: If engine bogs under a load or while mowing, open needle valve 1/8 turn for a slightly richer mixture.
Look for a rectangular-shaped component on the engine. That is the air filter housing. The housing usually attaches at the top of the carburetor throat.

You can not set the timing. It is determined by the keyway between the flywheel and the crankshaft. It only goes in one place. You can adjust the coil, the valves and the carburetor.
You need to either adjust your carburetor richer or leaner while at full throttle.
Go to your local autoparts store and by the rebuild kit according to your carburetor. Inside the box will be an exploded diagram of the carb which will make it relativly simple to rebuild First of all what kind of engine do you have. Briggs and Stratton or Tecumseh. If you have a Briggs & Stratton engine the factory setting on the little black screw is 1 turn out, Tecumseh engines 'usually' do not have adjustments. hope this helps
You can adjust the valves on your 17 horsepower Briggs and Stratton engine by turning the adjustment screws. The adjustments screws will determine how much fuel goes into the piston chamber.

There is no way to adjust the timing on a 17.5 Briggs engine. The magnet is on the side of the flywheel and there is only one way the flywheel can line up. All you can do is make wure that the coil is gapped correctly.
It sounds like you need to adjust the valves. If they are out of adjustment it will stop cranking on the compression stroke.
