Take off the centre section of the exhaust and the heat shield and behind them you will see the handbrake cable, were the cable goes from two into one there is an adjustment nut to tighten it. Think its 13MM. turn it towards the front of the car to tighten the handbrake.
If you have rear drum brakes you could also adjust the handbrake by pushing the shoes out a few clicks but that involves opening the drums and is more complicated.
By the hand brake its self under the carpet you will see two cables with a adjuster nut on each, tighten each nut equally on each side do not over tighten or this will make the brake shoes bind against the drum.
On the 2000 UK model (W Reg), remove the plastic covering the handbrake by opening the clipped cover facing the rear seats using a flat screwdriver. You will need to open the Torx screw using a number 25. Pull the plastic cover off and open the sponge flap near the area from which the screw was opened. Release the handbrake and get helper to press foot-brake if car is not on a flat ground, and tighten the gold/bronze coloured nut & bolt and check every few turns until the hand brake has tightened to the desired level. Always test the handbrake before closing the cover.

To adjust your headlights on a Peugeot 106, you need to find the screws to covers the headlights. Look on the chrome that covers the headlights, and if not there, check under the rim.

generally, with brakes, they either work, or they don't. Unless you've got air in the system, then you'll need to replace. Or the handbrake is a different issue....
Yes, as long as your wheels are 4 stud. Some peugeot 106 models are 3 stud.
Try looking under the middle console in your car, you should be able to adjust your handbrake from there
