Replace the windshield wiper arm - it has a spring in it to apply pressure to the windshield - if the old one is not applying enough pressure it is probably broke They are available at most auto stores
Most likely your wiper blade needs replacing. Before replacing however, you can check to see if the arm moves freely away from the window and if there's good pressure back towards the window. You can also see if the wiper blade moves freely on the wiper arm and that its not binding. If both of these checks seem ok, then its probably just a worn wiper blade.

Most likely, the wiper blade is shot. However, check to see if the rear arm moves freely and appears to have enough pressure towards the glass. Also make sure the wiper blade moves freely on the arm a little bit. If this all seems ok, its probably a worn, warped wiper blade and replacing it will solve the problem.

Do you simply need a new wiper blade? Rubber gets stiff over time and will not conform to the glass. Next, clean and lubercate the hinge of the wiper (the one at the base of the arm that allows you to pull it away from the glass). Make sure it moves freely. Usually they corrode badly. If the above two steps do not work, then you'll need to dig into the arm more which I hope someone else can add to this answer.
