The one I could see on the net had a quill stem, which means that you loosen the bolt straight above where the fork goes through the frame a few turns. This should cause the bolt to rise a little. Then give it a tap so that it settles down again. This frees up the expander wedge inside the fork. The handlebars (or rather, the stem) should now be free to move up/down and sideways. If you're raising the bars, make sure you don't go above the minimum insertion line which is probably stamped into the stem.
According to the pic I found they all have so-called quill stems. There should be a screw on top of the stem. Loosen it a few turns, then give it a tap downwards. This should free the stem up, making it possible to move. Take care not to raise it above the minimum insertion mark which is probably inscribed on the stem.
Depends on the type of stem. If it's a quill stem you loosen the bolt holding the expander wedge in place, tap it down a little and then the stem can be adjusted. Take note not to raise the stem above the minimum insertion mark.
If it's a threadless stem you can't adjust the handlebar height without buying some extra parts. Specifically, you need to buy a threadless stem extender / riser. Any decent local bike store will carry them.

This is how to adjust a 2000 Dodge Neon's headlights. I think it will be similar to the 1996 model. Use a Torx (or star) wrench, like an Allen Wrench but with a star shaped head. To adjust the height, there is an oval slot in the metal frame above the headlight. Shine a light down and locate the torx head screw. Winding this screw will adjust the height. To know what height to adjust them to, park on a flat surface next to a wall. Turn the headlights on to high beam and mark the centre of the beam on the wall. Electrical insulation tape is good for this. Then roll the car back 10 feet and put the brake back on. Now adjust the headlights to point at the mark you just made on the wall. Usually you need to point them about half an inch lower when 10 feet back. There are similar torx screws that adjust the sideways direction of the lights. They are a few inches to the side and below the vertical adjustment screws. Good Luck. -Phil
