The serp belt has a spring tensioner. It is not adjustable. To remove the serp belt simply put a wrench on the nut and push it inward to create slack in the belt. Then slip it off.

There is no way to adjust the belt tensioner, if it's not keeping enough tension on the belt the complete tensioner itself will need replaced.
